In a tuff tray place a mirror insert and pour a loose dusting of flour over the tray to resemble ice! Then add small world pieces to resemble the edges of a pond (trees, evergreens, rocks, branches, ice rocks to resemble ice, etc). Add your people to act as your figure skaters, place them around the pond!
